Abstract

This study aims to analyze the implementation of the micro-enterprise empowerment program conducted by the National Board of Zakat (BAZNAS) of Pekanbaru City from the perspective of Maqashid Shariah. The program represents a form of productive zakat utilization intended to improve the welfare of mustahik by strengthening their economic capacity and promoting business independence. This research employed a qualitative descriptive field study. Data were collected through interviews, observations, and documentation involving BAZNAS officials and mustahik beneficiaries of the micro-enterprise empowerment program. The findings reveal that the implementation of the program reflects the application of Maqashid Shariah principles, particularly in the dimensions of hifz al-din (protection of religion), hifz al-nafs (protection of life), and hifz al-'aql (protection of intellect). The study focuses on analyzing the implementation process rather than evaluating the program's effectiveness or its long-term impact on beneficiaries' welfare. Several challenges were identified, including limited business capital, inadequate business mentoring, and insufficient managerial capacity among some beneficiaries. Therefore, strengthening continuous guidance, supervision, and monitoring is recommended to optimize the implementation and sustainability of the empowerment program.
