Strategi Pengembangan Budaya Mutu Berkelanjutan Berbasis Continuous Quality Improvement pada Sekolah Menengah Islam di Era Transformasi Digital

Abstract

Digital transformation has shifted the management paradigm of educational institutions, including Islamic schools, towards adaptive services oriented to sustainable quality improvement. Many institutions, however, still treat quality as administrative compliance with accreditation requirements rather than as an organisational culture. This study analyses the strategy for developing a sustainable quality culture based on Continuous Quality Improvement (CQI) in a private Islamic senior secondary school in Palembang. A qualitative case-study design was employed, with data collected through in-depth interviews with five purposively selected informants, observation, and documentation, then analysed using the Miles, Huberman, and Saldaña model and verified through source triangulation, technique triangulation, and member check. The findings identify four strategies: quality-based leadership, digitalisation of educational services, human resource capacity building, and data-based quality evaluation. Cross-strategy comparison shows the four are not parallel but form a chain of distinct logical functions, in which leadership acts as driver, human resources as enabler, digital technology as instrument, and evaluation as mechanism. Mapping the field evidence against the PDCA cycle further reveals that the Plan and Do stages are richly evidenced while the Check and Act stages remain asserted rather than documented, indicating a half-closed improvement loop.
